“We are deeply saddened by the tragic events that unfolded at Crocus City Hall a few days ago. This criminal act targeted our nation and our people, aiming to instill fear, sow division, and disrupt the fabric of our society and state,” Patriarch Kirill of Moscow said at the extraordinary congress of the World Russian People’s Council that took place on March 27, 2024.
In his speech, Patriarch Kirill expressed his regret for the tragic incident, while attacking the West. He also stressed Russia’s “independence from external influences and its right to uphold its traditions and values.”
He also referred to NATO, on the occasion of the anniversary of NATO’s intervention in Yugoslavia.
The Patriarch of Moscow condemned “misuse of democratic ideals to justify military interventions.” It is recalled that we are more than two years since Russia’s military intervention in Ukraine, which Patriarch Kirill supports and has blessed many times.

Patriarch Kirill underscored the resilience and unity displayed by the Russian people in the face of adversity. He highlighted the outpouring of solidarity, moral maturity, and empathy demonstrated through acts of compassion, such as blood donations and financial assistance to the victims.
“The condemnation of this atrocity has been unanimous, with individuals from all walks of life expressing their solidarity and support. Thousands have braved the rain to donate blood for the wounded, while others have made spontaneous contributions to aid the victims. Additionally, several domestic banks have pledged to waive credit debts for those affected by the tragedy,” he said.
“These acts of compassion and generosity are a testament to the profound social solidarity, moral maturity, and empathy that permeate our society. They serve as a powerful indication of the collective moral conscience of our people, highlighting our unwavering commitment to one another in times of adversity,” he added.
Addressing the broader context of geopolitical challenges, the Patriarch emphasized Russia’s struggle to preserve its spiritual and cultural identity amidst global pressures. He reaffirmed the importance of genuine sovereignty, stressing Russia’s independence from external influences and its right to uphold its traditions and values.
Reflecting on the anniversary of NATO’s military aggression against Yugoslavia, Patriarch Kirill condemned the misuse of democratic ideals to justify military interventions. He commended the resilience of the Serbian people and their unwavering faith in the face of adversity.
“It was a stark realization that ideals such as ‘democracy,’ ‘freedom,’ ‘human rights,’ and ‘international law’ hold little meaning when those in power choose to disregard them entirely. Despite the overwhelming military force deployed by Western nations, their objectives were not achieved. This failure is attributed to the steadfast faith of the Serbian people, their unyielding devotion to Christ and the Church, and their deep-rooted commitment to national traditions. These spiritual anchors continue to nourish our brothers and sisters, providing them with resilience and solace amidst adversity,” the Patriarch stressed.
Furthermore, Patriarch Kirill warned against attempts to exploit internal divisions and religious differences within Russia. He emphasized the importance of fostering unity and cooperation between Orthodox Christians and Muslims as a bulwark against external threats.
In conclusion, Patriarch Kirill reiterated the Russian Orthodox Church’s commitment to preserving the unity of the Russian world and promoting interreligious dialogue.
