The United States has conveyed to President Volodymyr Zelensky that Ukraine should accept a framework drafted by Washington for ending the war with Russia, a proposal that includes the surrender of certain territories and specific weapons systems, according to two individuals with knowledge of the matter.
The sources, who requested anonymity due to the sensitivity of the discussions, said the U.S. plan also calls for a reduction in the size of Ukraine’s armed forces. Washington wants Kyiv to accept the core elements of the proposal, they added.
Such a framework would represent a significant setback for Kyiv at a time when Russian forces are advancing on the eastern front, gaining territorial ground. It also comes as President Zelensky faces a domestic corruption scandal, highlighted by the Ukrainian parliament’s dismissal earlier today of the Energy and Justice Ministers.
A senior Ukrainian official told Reuters earlier that Kyiv had received “signals” regarding a range of U.S. proposals for ending the war — proposals Washington had reportedly discussed with Moscow. Ukraine had no involvement in drafting these suggestions, the official stressed.
Zelensky, who held talks today in Turkey with President Recep Tayyip Erdoğan, is expected to meet tomorrow in Kyiv with U.S. military officials as discussions on the proposals continue.
