European leaders are meeting today for an emergency summit in Paris to discuss US President Donald Trump’s proposed plan to end the war in Ukraine, amid growing concerns that Europe may be sidelined in the negotiations.
The primary goal of the meeting is to establish a common strategy on how to respond to Trump’s initiative, including what Europe can offer and its red lines regarding Moscow’s unprovoked invasion of Ukraine.
Leaders from Germany, Great Britain, Italy, Poland, Spain, the Netherlands, and Denmark are expected to attend, alongside European Council President António Costa, European Commission President Ursula von der Leyen, and NATO Secretary General Mark Rutte, according to the Élysée Palace. The summit, convened by French President Emmanuel Macron, aims to launch consultations on the evolving security landscape in Europe and the war in Ukraine. The French presidency stated that discussions may continue in other formats in the future.
The meeting was hastily arranged over the weekend during the Munich Security Conference, reflecting Europe’s urgency to reassess its role in shaping a potential peace agreement. Diplomats indicate that a key discussion point will be Europe’s contribution to a possible settlement, following Washington’s calls for increased European involvement.
A French presidency official emphasized the need for Europe to take a more proactive, structured approach to its collective security, in light of Trump’s position on Ukraine. “We believe that, given the acceleration of developments in Ukraine and the stance of US leadership, Europeans must step up their efforts—both in terms of actions and coordination,” the official stated.
The official also noted that discussions will include the security guarantees that Europe and the US might offer Ukraine, either jointly or separately.
However, tensions have emerged over the exclusivity of the meeting, with some European officials frustrated that not all EU leaders were invited. Critics argue that this should have been an EU summit rather than a selective gathering. The French presidency insisted, however, that the meeting is meant to facilitate future discussions within the EU and NATO, ensuring broader participation at a later stage.
Concerns over US-Russia Talks
European governments and Ukraine remain deeply concerned about the prospect of direct US-Russia negotiations, particularly following Trump’s recent conversation with Russian President Vladimir Putin.
Adding to these concerns, Washington has reportedly put forward a peace plan that includes:
- Excluding Ukraine from NATO membership
- Making territorial concessions to Russia
- Ending US participation in future peacekeeping operations
In European diplomatic circles, there is growing unease that Washington is prioritizing its own deal with Putin at the expense of its allies. Many fear that Trump’s approach could weaken NATO unity, undermine Ukraine’s sovereignty, and leave Europe to deal with long-term security repercussions on its own.
