The 26 European leaders, with the exception of Hungary, reaffirmed their commitment to continuing military and defense support for Ukraine, emphasizing that peace must be achieved “through strength.” In their conclusions, they also urged Russia to demonstrate “genuine political will” to bring an end to the war.
According to the statement adopted and “strongly supported” by the 26 heads of state and government, which is attached to the conclusions of the European Council, the following key points were highlighted:
The European Council reiterated its unwavering support for Ukraine’s independence, sovereignty, and territorial integrity within its internationally recognized borders. The EU remains committed to its approach of “peace through strength,” which requires Ukraine to be in the strongest possible position, both militarily and defensively. In line with this strategy, the EU pledges to continue providing comprehensive support to Ukraine and its people, in coordination with like-minded partners and allies, as the country exercises its inherent right to self-defense against Russia’s war of aggression.
The European Council reaffirmed its support for a “comprehensive, just, and lasting peace” based on the principles of the United Nations Charter and international law. It welcomed all efforts aimed at achieving such a peace and recalled the principles established on March 6, 2025, which should guide peace negotiations.
Additionally, the European Council welcomed the joint statement by Ukraine and the United States following their meeting in Saudi Arabia on March 11, 2025. The statement included proposals for a ceasefire agreement, humanitarian efforts, and the resumption of U.S.-Ukraine intelligence sharing and security assistance.
Finally, the European Council called on Russia to show genuine political will to end the war, underlining the urgent need for a resolution to the ongoing conflict.
